Heinz Norden, born in London and educated in Germany, immigrated to the United States in 1924. He was an editor, author, administrator for the New York City Housing Authority. In 1977 he received the insignia of Chevalier de l'Ordre de Leopold II for a translation of Max Friedlander's fourteen volume Early Netherlandish Painting.
